This Government is desirous not to delay

in any way the building of the Officers' Mess and is

prepared to grant permission for the necessary buildings

to be erected subject to an undertaking by the Air

Ministry that it will agree to the terms set out in my

letter No.4101/33 of 10th August, 1933, as amended by

this letter or such modified terms as may ultimately be

agreed upon.
